I have the honour to recommend the creation

of a third post of Assistant Director of Public Works and

the abolition of the post of Technical Secretary to the

Director of Public Works.

At present there are two Assistant Directors of Public Works one for Hongkong and one for Kowloon, New Kowloon and the New Territories. The great developments in progress in Kowloon and New Kowloon make it practically impossible for the Assistant Director of Public Works in charge of that district to supervise the work in the New

Territories. The extra Assistant will not only have

general supervision of the work in the New Territories, but

will also deal with many matters on which the Director requires full and detailed information from Executive Officers in order to enable him to come to a speedy decision. There are, for example, questions relating to traffic developments in the Kowloon Peninsula including the conditions for tenders for a motor omnibus service, which

lie outside the work of the Assistant Director in charge

of that district. In order that the holder of the proposed

new post may be able to discuss and decide various matters

directly with Executive Officers it is desirable that he

should have the status of an Assistant Director of Public

Works.
